An analysis of 2000 Census data, done by the Tri-State Campaign and the Pratt Center for Community Development, shows that, in every New Jersey County, the vast majority of workers would not be affected by a congestion pricing fee as they do not drive to work alone in what would become the congestion pricing zone (Manhattan below 86th Street). In none of the 21 counties in New Jersey do more than 5% of workers drive alone to the congestion pricing zone, and in only one county do more than 3% of workers drive alone to the CPZ.
