Important Transportation Policy Update
NYC Congestion Pricing Program Remains in Effect Amid Federal Challenge

Despite legal challenges and an effort by the Trump administration to revoke federal approval, New York City's congestion pricing program remains active. All vehicles entering Manhattan's Central Business District below 60th Street are subject to the congestion toll.

  • The MTA has filed a federal lawsuit to block the U.S. Department of Transportation's termination order.
  • Courts have so far declined to halt toll collection, but litigation continues.
  • Revenue from congestion pricing has already begun funding major transit improvements, including subway signal upgrades and the Second Avenue Subway expansion.

Every five years, New York’s Metropolitan Transportation Authority (MTA) takes a long-term look at the region’s transit and transportation needs. The result is the 20-Year Needs Assessment, a comprehensive strategy for the investments the MTA needs to make to rebuild and improve the existing system, and to expand and enhance the transit network.

TSTC created this interactive map as a resource for planners, advocates and policymakers. A complete legend can be found by clicking the icon at the top left of the map. Click items on the map for more information on each project.

This is a map of projects to be evaluated by the MTA. These projects have not been selected or funded, but will be comparatively evaluated for consideration on a level-playing field for future Capital Programs.
